How to Reorder Pages in a PDF, No Upload

Drag PDF page thumbnails into a new order and save, free and in your browser. Includes touchscreen steps and what reordering cannot do.

The short answer

Open Rearrange PDF Pages, drop in your file, drag the page thumbnails into the order you want, and press Save reordered PDF. That is the whole job, and it takes under a minute for most files. The tool runs in your browser, so the document is never uploaded to a server, which matters when the PDF is a contract, a scan of an ID or a set of invoices. Your original file is never modified: the reordered pages are written to a new file that you download. If you are on a phone or tablet, use the small arrow buttons on each page card instead of dragging, because touchscreens do not fire the drag events a desktop browser uses. The steps below cover both ways, plus what the tool deliberately cannot do.

Step by step: reorder the pages

Start by dropping your PDF onto the tool. It draws a thumbnail of every page in a grid, numbered by their original position. Drag a card to its new slot, or click the left and right arrows on a card to nudge it one place at a time. The arrows are slower for big moves but precise, and they are the only option on a touchscreen. When the grid shows the order you want, press Save reordered PDF, then Download. The Save button stays greyed out until the order differs from the original, so if you move a page and then move it back, nothing is enabled and nothing is rewritten. Check the downloaded file once from first page to last before you send it anywhere.

Moving one page in a long document

For a long PDF, the grid can run to dozens of rows, and dragging a page from the end to the front means scrolling while you hold the card. Two habits make it quicker. First, use the arrow buttons for short hops and drag only for long ones. Second, if you are moving a whole block, such as an appendix that belongs after page 4, think about whether Extract PDF Pages and Merge PDF are faster: pull the block out as its own file, split the rest at the insertion point, then merge the three pieces in order. For one or two stray pages, the thumbnail grid is simpler. Whichever way you go, work on a copy of the original so you can start over.

What reordering cannot do

The tool reorders; it does not duplicate or remove. Each page appears exactly once in the result, because the new order is a rearrangement of the original page numbers. To drop pages, use Delete PDF Pages first, then reorder what is left. To repeat a page, such as a signature sheet that must appear twice, extract it and merge it in again. Page content, images and text come across unchanged.

Other ways to reorder PDF pages

On a Mac, Preview lets you drag page thumbnails in its sidebar and save the file, with no extra software. Windows has no built-in PDF page organiser, so most people use a browser tool or a paid editor. Adobe Acrobat has an Organize Pages view, but it sits behind a paid plan. Online services such as Smallpdf and iLovePDF offer the same drag grid, though they upload your file and, on free plans, limit how many tasks you can run per day. The advantage of a browser-only tool is simple: no upload, no account and no daily cap, at the cost of leaning on your own device for the work.
