Rotating turns the image by 90°, 180°, or 270° — changing which edge is the top. Flipping (also called mirroring) creates a mirror image: horizontal flip swaps left and right, vertical flip swaps top and bottom. You can combine both — for example, rotate 90° then flip horizontally.
